Susan E. Jewell began representing federal employees in 1995 when she practiced in Washington, DC, and established her solo law practice in 2002 in Portland, Oregon. Ms. Jewell represents only federal employees in litigation before the EEOC, the MSPB, and in federal court, and as needed before the Office of Special Counsel and OPM. Ms. Jewell first learned the ropes of federal employee practice when she served as an attorney in EPA’s Washington, DC, headquarters’ Office of Civil Rights, working on both employment and environmental justice programs. Ms. Jewell moved on to litigate civil rights employment cases in Washington, DC, practicing for about five years at Passman & Kaplan, PC, on behalf of mainly federal employees and co-authoring the first edition of the FEDERAL EMPLOYEES LEGAL SURVIVAL GUIDE, before heading to Portland. Prior to federal employee practice in Washington, DC, Ms. Jewell called West Virginia home, prosecuting housing and employment discrimination complaints on behalf of the WV Human Rights Commission and complainants as an Assistant Attorney General for the WV Attorney General’s Office in the Office of Civil Rights. Ms. Jewell graduated from Washington & Lee University School of Law with honors and West Virginia University with honors. She joined NELA as a law student in the early 1990’s, enjoying and benefiting from NELA’s growth over the years, and now contributing as an occasional presenter and member of the federal sector task force.
