William R. Tamayo is the District Director of the U.S. Equal Employment Opportunity Commission, San Francisco District Office and oversees the investigations, operations, and administration of a jurisdiction which covers Northern California, Northern Nevada, Oregon, Washington, Alaska, Idaho, and Montana. He served as EEOC Regional Attorney (June 1995–June 2015) and directed the litigation and legal program. Prior to 2006, the District’s jurisdiction covered Northern and Central California, Hawaii, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. His office filed numerous cases for immigrant workers and he has lectured frequently for NELA, CELA, and others on the interaction between immigration law and employment discrimination laws, anti-trafficking related issues, and the sexual assault of immigrant women in the workplace. His office’s work was highlighted in the 2013 Frontline/PBS/Univision documentary, “Rape in the Fields.” From 1979–1995 he was a staff attorney and the Managing Attorney for the Asian Law Caucus, Inc. of San Francisco where he emphasized the practice of immigration and nationality law and civil rights litigation and advocacy involving employment discrimination, affirmative action, immigrant rights, voting rights, and the Census. He was co-counsel for the plaintiff-intervenor in EEOC and Castrejon v. Tortilleria La Major, 785 F. Supp. 585 (E.D. Cal 1991) (undocumented workers are protected under Title VII of the Civil Rights Act of 1964), and was on the legal team that developed the “self-petitioning provisions” for immigrant battered women under the Violence Against Women Act.
