James B. Leonard, a member of the advisory board of the National Wage and Hour Clearinghouse, was an attorney for the U.S. Department of Labor from 1973 to 1995, where he started by handling trial, appellate, regulatory, and opinion work under the Fair Labor Standards Act. During his last 13 years with the Department of Labor, Jim headed a regional litigation office where he supervised trial litigation under not only the FLSA, but also the Migrant and Seasonal Agricultural Worker Protection Act, the Service Contract Act, the Davis-Bacon Act, the Federal Mine Safety and Health Act, and various other laws enforced by the Department of Labor. From 1999 to 2009, Jim did volunteer legal work for Farmworker Justice, an advocacy group for migrant and seasonal farmworkers; the Child Labor Coalition, the largest advocacy group in the United States for protecting child workers; and the AFL-CIO. Jim graduated in 1964 from Harvard University and in 1967 from the University of Pennsylvania Law School.
